Purpose:
Content: Resolved by the Strategic Director. That the Contract be awarded for the Design and Project Management Support for the Town Centre Streetscaping work funded by central government through the Consultancy Framework. The Streetscaping scheme is to be delivered via the Levelling Up Partnership (LUP). A total of £20.4M was secured from Government under a negotiated settlement for a set of projects, including this scheme as accepted by the Council via a Key Decision on the 19th April 2024. Appendix A of that Key Decision notes that Component 5 affords £2Million towards streetscape and public realm improvements in Mansfield town centre. Do nothing – this is not the recommended option as this would not allow the authority to improve the town centre streetscape to encourage more investment, increase footfall and dwell time. This will have an adverse impact on the business sector and wider community. The funding will have to be returned to central government and would cause reputational harm to the authority. Procure through full tender which would significantly delay the process and would result in missing the end of March 2025 funding deadline for the project to be returned to central government and would cause reputational harm to the authority
