Purpose: This report outlines the contract award recommendation for the award of the Legal Disrepair Contracts for Housing Revenue Account (HRA) Housing to the most economically advantageous tenders following a mini competition from the Fusion 21 Reactive Repairs and Empty Properties Framework - Lot 4 Legal Disrepair Work. The proposed new contracts will run for 2 years with the option to extend for 1 further year. Works relating to Legal Disrepair are not re-chargeable to leaseholder and are not subject to leaseholder consultation. The Council is seeking to award Legal Disrepair contracts for North and South areas separately for a February 2025 start to secure better assurance in this key area by securing dedicated specialist providers and direct access to those delivering the service. The Council continuously has over 400 live, Legal Disrepair Cases which all require a range of repairs to be completed before final settlement can be agreed. Milestone Contracting Limited have submitted the most economically advantageous tender with a combined quality & price score of 60% and a priced contract with an estimated total value of £3,118,047.00 and we are seeking approval to award the contract to cover the North part of the borough to them. Guildmore Limited have submitted the second most economically advantageous tender with a combined quality & price score of 54.05% and a priced contract with an estimated total value of £3,461,253.29, and we are seeking approval to award the contract to cover the North part of the borough to them. The initial contracts will be for 2 years each to deliver disrepair works with an option to extend for a further one-year period. At Tollgate 1 stage, finance confirmed the costs associated with this contract will be funded from the budget allocated to H26235 621173 Responsive Repairs In-House Team.

Milestone Contracting Ltd (North contract) for a period of 2 years (with an option to extend by 1 further year) for the estimated sum of £3,118,047 for the North Contract. 2. Guildmore Ltd (South contract) for a period of 2 years (with an option to extend by 1 further year) for the estimated sum of £3,461,253.29 for the south Contract.
