Decision Maker: Director of Health and Wellbeing

Outcome: Recommendations Approved

Is Key Decision?: No

Is Callable In?: No

Purpose: This report requests a variation to the Camden and Islington Community Stop Smoking Service provided by Central and North-West London NHS Foundation Trust to increase capacity in the service and to deliver the target quits as set out in the Local Stop Smoking Services and Support Grant. This grant provides additional funding for local stop smoking services and support over the next five financial years, starting from 2024-25 until 2028-29.   This additional funding has been awarded based on the understanding that the funding will be used to:   Invest in enhancing local authority commissioned stop smoking services and support, in addition to and while maintaining existing spend on these services and support from the public health grant. This should not replace other/existing programmes which support smokers to quit, for example the tobacco dependency programme delivered within the NHS Long Term Plan; Build capacity to deliver expanded local stop smoking services and support; Build demand for local stop smoking services and support; and Deliver increases in the number of people setting a quit date and 4 week quit outcomes   Grant funding to the Council has only been confirmed for the current financial year. Funding for subsequent years will be subject to spending review settlements, following the routine practice for all government expenditure. Islington Council is the lead commissioner on this joint service and will lead on the actual variation to the contract. Our request of Camden is to agree for the increase in the contract value, taking into account the original contract value and the requested uplift.
