Purpose: The Government, to tackle fly-tipping and other waste crime, laid statutory instruments to allow local authorities to increase penalties for relevant offences to act as a greater deterrence. This report sets out the increases and recommends setting the new maximum penalties with a reduction to encourage early payment. New maximum penalties can be applied to fly- tipping, littering, flyposting and distribution of free matter offences. The present levels of fixed penalty notice charges issued by Stroud District Council have not increased for many years and is no longer a deterrent to those who wish to commit this type of crime throughout the district. It is recommended that the FPN increases are for the maximum amount for each offence as detailed below in background information. Other Local Authorities throughout Gloucestershire have increased or looking to increase their FPN charges to act as a deterrent. If Stroud District Council wishes not to increase FPN charges to the maximum allowed by the Government, it may encourage criminals to commit enviro crime in the Stroud district as opposed to other districts in the county and bordering districts whose charges are higher.
