Purpose:

Content: Decision   RESOLVED that Cabinet approved the award of contract for the processing of Dry Mixed Recycling to Pearce Recycling Company Limited at an annual value of £291,301 for a period of 9 years from 15 May 2025, with an option to extend for a further 9 years.   Reasons for decision   The Council conducted a joint procurement exercise with East Hertfordshire and North Hertfordshire District Councils. After initial pre-market exercise a fully compliant Public Procurement was advertised. Five suppliers submitted and passed Pre-Qualification selection and were invited to tender for two Lots. Lot 1 was for East Herts and North Herts and Lot 2 was for Hertsmere. One bid was received for Lot 2. This was evaluated and scores weighted in terms of Price (60%), Quality (30%) and Social Value (10%).   Alternative Options Considered   There was no alternative other than to test the market. Having concluded the tender process officers were assured this had secured best value and there was no reason not to award.
