Purpose: Power was delegated to the Director of Community Engagement and Development from Cabinet on 13th July 2023 to agree procurement, funding and approval of works to enhance Woodlands Hall play area.   The full recommendation agreed was: a) Note and support the proposed improvements to the Open Space and Play Area at Headley Down Recreation Ground; b) Authorise a project spend of £250,000 to be funded from and conditional upon a successful bid to the East Hampshire District Council Strategic CIL fund and with the additional external funding provision referred to in paragraphs 5 and 8; c) Authorise the carrying out of work on Council land and the commencement of a procurement process compliant with Contract Procedure Rules; and d) Delegate authority to the Director of Community Engagement & Development, in consultation with the Monitoring Officer and Section 151 Officer, to procure works/services/supplies for the purposes of the project, including the approval of all necessary project/procurement expenditure and release of funds from budgets through to completion and delivery.   This decision notice is relevant to points b, c and d.   The Cabinet report can be seen here.   Authority was delegated to the predecessor of the Executive Director of Community, who has through a senior leadership restructure, acquired this area of responsibility as the relevant Executive Director. She has reviewed the circumstances and determined that it is necessary to commit a further £10,000 to the project to ensure its successful delivery, given the nature of the ground conditions on which the play area is situated.
