ROTHERHAM METROPOLITAN BOROUGH COUNCIL RECORD OF OFFICER NON-EXECUTIVE DECISION Date of Decision: 10th June, 2025 Title: Local Highways Maintenance Fund (LHMF) Onward Award of Grant O0227-3 LHMF – RMBC Annex A – Local Highways Maintenance Transparency Report. Annex B – Incentive Element Questions Decision Maker: (Including Job Title) Andrew Bramidge – Strategic Director Regeneration and Environment Details of Specific Delegation or Delegation contained in the relevant Sub-Scheme of Delegation. The decision is taken in line with paragraph 8.4 of the Council’s Financial and Procurement Procedure Rules: “Strategic Directors and Budget Managers are authorised to incur expenditure in accordance with the estimates that make up the budget and the Capital Programme within their delegated area of control.” Decision: The Strategic Director Regeneration and Environment approves the publication onto RMBC’s webpage of LHMF Annex A in line with Department for Environment (DfE) requirements which is to publish Annex A by 30th June 2025. Annex B is signed by the Leader (or Cabinet Member for Highways) and Section 151 officer and submitted to DfT by 31st October 2025. Reasons for the Decision: The decision is required in order to comply with DfE requirements as set out by SYMCA on 25th April 2025. Annex A must be published on the Councils webpage and the weblink to Annex A must be shared with the DfT by 30th June 2025. Annex B – Incentive Element Questions - must be signed by the Leader (or Cabinet Member for Highways) and the Section 151 officer, and submitted to the DfT by 31st October 2025. Complying with these requirements will ensure RMBC receives the full amount of £1,961,671.60 which forms part of the £500m national “pothole” fund set out by the Government in the October 2024 budget. Annex A must be published by 30th June 2025. And a weblink to DfT for Annex B by 31st October 2025.
