Content: In accordance with the authority delegated from the Director for Corporate and Transformation Services (formerly Business Transformation and Change), to award the contract to enter into Stage 2 (Construction) of a Design and Build (D&B) worth £728,718.83 to Story Contracting Ltd to deliver an Active Travel link between the A689 Carlisle Northern Development Route (CNDR) and Cargo. Construction is programmed to commence in June 2025, with estimated completion within 16 weeks Option 1 – Approve the contract award (recommended) To approve the award of contract to Story Contracting Ltd to allow the project to progress to completion and deliver the scheme benefits. Option 2 – Do nothing. This option would not allow the project to progress beyond the current design phase, resulting in £83,768.17 of abortive costs (Stage 1 design and other fees to date). This would constitute a failure to deliver part of the ATF4 and would not realise the proposed scheme benefits. Financial procedures specify that any abortive costs should be charged to the council’s revenue account, these additional revenue costs would require funding.
