Purpose:
Content: To award a two-year fixed term Specialist Patching Framework Agreement for spray injection patching and thermal patching works throughout Cumberland with an overall value of up to £3 million. The following three suppliers are to be appointed on to the Specialist Highways Patching framework for use by the Highways Delivery team in carrying out maintenance works to the network: Lot 1 – Spray Patching Archway Roadmaster UK Ltd Nu-Phalt Group Limited Velocity UK Limited Lot 2 – Thermal Patching Nu-Phalt Group Limited The framework will provide flexibility of resources and additional capacity to contribute to the delivery of the pothole repair works programme and will support the development of operational teams through their management of the overall programme. This recommendation is for the whole of Cumberland. Do not establish the framework. Continue to only carry out pothole repairs using in-house resources. This would significantly disadvantage the service and its ability to react to increases in defect / pothole numbers, leaving the authority open to the risk of increased Highways related claims. It would also limit the options for treatment available as specialist treatment methods cannot be delivered by the in-house teams without external support.
