Content: RESOLVED that Cabinet:-   (i)            Approves an additional one-year investment of up to £1.815M revenue for the safety and quality programme, and additionally up to £0.500M capital for blue and brown bin replacements and controls recommended by this report, therefore up to £2.315M in total additional investment;   (ii)           Notes the progress with the Safety and Quality Programme;   (iii)          Notes that an update on the programme will be brought back to cabinet at the appropriate time, which also includes a best value review; and   (iv)         Approves stopping delivery charges on blue and brown replacement bins only.
