Purpose:
Content: The Leader took Members to a vote on the recommendations which were agreed unanimously. RESOLVED Cabinet: a. note the outcome of an extensive operator and developer market engagement exercise and the update to scheme viability b. note the steps taken to further establish and describe options for the scheme, as well as the further market engagement that will be carried out under paragraph [66-73]; c. note the key risks and considerations involved in proceeding, including that an affordable scheme is subject to certain risk factors and ultimately may not be achievable d. note that in light of the market engagement and further work carried out the recommended broad specification of a hybrid cinema-specification including live performance should be pursued. e. delegate the preparation of the procurement documents and conduct of the procurement exercise for the appointment of a Cultural Operator to the Director of Resources and Organisational Development supported by specialist market and legal advisors and the council’s Procurement Service. f. note that further reports will be brought to Cabinet in due course in relation to the outcome of the Operator Procurement and based on an evaluation carried out under the tender documents to recommend the successful bidder for appointment as the Cultural Operator; g. note the position in relation to Clair Hall as an asset of community value and that a further report on that will be made.
