Purpose: To consider representations made to the advertisement of a Traffic Regulation Order (TRO) in relation to a proposed 20mph speed limit for the parish of Aldbourne and to recommend an appropriate way forward.
Content: To consider representations made to the advertisement of a Traffic Regulation Order (TRO) in relation to a proposed 20mph speed limit for the parish of Aldbourne and to recommend an appropriate way forward. Following consultation with officers I give notice that I intend to implement the proposals as advertised, and those objectors be advised accordingly. If you would like to make any representations to me on this issue, please do so by Wednesday 2 July 2025. The proposed 20mph speed limit is in line with national guidance and the changes are proposed following a detailed speed limit assessment by a Wiltshire Council Engineer. Collectively, these changes should provide a positive impact on road safety. The proposals are in accordance with Outcomes 2, 3 and 4 of the Council’s Business Plan. The proposals have been prioritised by the Marlborough LHFIG and supported by the Area Board, as well as Aldbourne Parish Council. To: (i) Implement the proposed TROs as advertised. (ii) Amend the proposed TROs in consideration of the comments received. (iii) Abandon the proposal. Consultation has been undertaken with: The elected Wiltshire Council Members through the statutory TRO consultation process. The elected Aldbourne Parish Council through the statutory TRO consultation process Members of the Marlborough Local Highways & Footways Improvement Group (LHFIG) Emergency services through the statutory TRO consultation process Members of the public through the statutory TRO consultation process The proposed TROs were subject to formal consultation between 20th February 2025 and the 17th March 2025. During the consultation period a total of fifteen items of correspondence were received in response to the Council’s proposals. Those comments related to the proposals as follows: · 2 items of correspondence – general comments only · 8 items of correspondence - supporting the proposals, 8 of which requested to extend the proposals to the Eastern side of Aldbourne too. · 3 items of correspondence - objecting to the proposals. The comments received and officer responses are set out in Appendix 3. A list of respondents can be seen at Appendix 2.
