Purpose:

Content: The Director of Economic Development and Planning submitted a report seeking approval from Committee to launch a shop front grant scheme for the Borough’s main retail areas.   At Economic Development Committee on 23 January 2025, it was proposed that the existing capital budget was used to fund a shop frontage grant scheme. It was suggested that independent retailers within the identified areas in Clitheroe, Whalley and Longridge could apply for the grant to make improvements to their shop fronts at ground floor level. A suggested grant criteria was included for Members consideration.   Members gave consideration to the criteria and suggested ways to make it accessible to as many applicants as possible. Committee supported a lower percentage of match funding than initially suggested, whereby the applicant would contribute 30% match funding against a grant of 70% of the total amount. Members also suggested that leaseholders should require a minimum of 3 years left on the lease to apply. An initial closing date for applications of 15 August 2025 was supported and would allow for Committee to consider applications at their meeting of 4 September 2025. The deadline could be extended if required subject to approval.   At the meeting it was also suggested that the Council produce a guidance document for businesses around suitable signage in conservations areas. It was hoped such a document could provide useful information, particularly for new businesses, and may reduce enforcement cases due to non-compliant signage. Committee welcomed the suggestion which would need to be researched and developed by the Planning Department.   RESOLVED THAT COMMITTEE:   1.     Approved the shop front grant scheme as attached to the report subject to the following: 1.1  A deadline for applications of 15 August 2025. 1.2  A minimum match funding of 30% 1.3  Open to leaseholders with at least 3 years left on the lease   2.     Delegated authority to the Director of Economic Development and Planning to administer the approved grant scheme.
