Content: The Chief Executive has exercised his urgency powers and made a decision to temporarily appoint a member to Elveden Parish Council, as set out in the attached Officer Decision Record. The Chief Executive has exercised his urgency powers and made a decision to temporarily appoint Councillor Gerald Kelly to Elveden Parish Council to enable busines to be transacted in accordance with section 91 of the Local Government Act 1972.    The temporary appointment shall endure only until the completion of the Elveden Parish Council Annual General Meeting of 28 May 2025 has been concluded. Elveden Parish Council currently has only three parish councillors and four vacancies. Only two of the elected members are able to attend the council’s Annual General Meeting on 28 May 2025 and will be inquorate without the appointment of a district councillor as a temporary member of the parish council. It is a legal requirement for the AGM to be held before the end of May each year and is unable to be postponed to another suitable date when all three parish councillors may be available to attend. No alternative options were considered.
