Content: RESOLVED   That the Cabinet:   a)                considered and noted the results of the 4 weeks public consultation shown in Appendix A  of report HCS/093.   b)                agrees to amend the Crawley Borough Council (Off-Street Parking Places) (Civil Enforcement and Consolidation) Order 2022 to include Goffs Park Lower Car Park for chargeable parking controls between 8am and 6pm (all days), with the following tariffs: ·             0-1 Hour - £1.50 ·             0-2 Hours - £3.00 ·             0-3 Hours - £4.50 ·             0-4 Hours – £6.00 ·             All Day - £7.00   c)                approves the rebranding of Orchard Street Multi-Storey Car Park to High Street Multi-Storey Car Park within Schedule One of The Crawley Borough Council (Off-Street Parking Places) (Civil Enforcement and Consolidation) Order 2022   d)                approves the revised tariffs for Orchard Street Multi-Storey Car Park (High Street Multi-Storey Car Park) to:   (i)                 Casual User Tariff: ·              0-24 hours- £3.00 per day   (ii)              Town Centre Worker – (06:00 – 23:29) ·              12 months - £600 ·              6 months - £300 ·              3 months - £150   (iii)            Residential permits – (24/7 parking) ·              12 months - £912 ·              6 months - £456 ·              3 months - £228   e)                to notes the implementation of the previously agreed tariff structure for Kingsgate Multi-Storey Car Park: ·             0–3 Hours – £2.50 ·             0–4 Hours – £3.00 ·             4–12 Hours – £5.50 ·             24 Hours – £9.00   f)                  agrees not to implement charges at the Hawth at this time, but for officers to work with the operator of The Hawth in response to the public consultation to give further consideration to the implementation and implications of parking charges in the future.   g)                 agrees not to implement charges at K2 Crawley and for officers to work with the operator of K2 Crawley and other stakeholders, to design parking controls which address ongoing parking issues at the site to improve site management and public safety.   h)                delegates authority to Head of Community Services in consultation with the appropriate Cabinet Member to review and make minor amendments to Crawley Borough Council (Off-Street Parking Places) (Civil Enforcement and Consolidation) Order 2022 as further changes to the legislation and /or statutory guidance are introduced or following any other review (Generic Delegation 7 will be used to enact this recommendation   Reasons for the Recommendations   a)                The recommendations presented are designed to address the operational, financial, and strategic challenges associated with off-street parking provision across Crawley. Each proposal is grounded in statutory obligations, public consultation feedback, and the Council’s broader objectives for sustainable transport, financial resilience, and equitable access.   b)                Goffs Park Lower Car Park: The introduction of revised parking controls and tariffs directly addresses long-stay commuter parking, which currently limits access for recreational users. The proposed structure balances affordability with the need to generate income and ensures compliance with legal duties under the Traffic Management Act 2004.   c)                The Hawth Theatre Car Park: Deferring a decision allows for further engagement with the theatre operator to ensure any future changes support operational needs and patron experience. This approach reflects the sensitivity of the site and the importance of maintaining cultural access.   d)                K2 Crawley Car Park: The Council has a statutory responsibility to address congestion and safety issues at this high-demand site. While parking charges are not currently proposed, there will be a need to resource potential future parking controls.  A collaborative approach with the site operator and other stakeholders to design any parking controls will ensure any solution is both effective and sustainable.   e)                Orchard Street Multi-Storey Car Park: Introduction of a flat-rate fee seeks to increase the usage of the site, and to provide an affordable, and suitable long-stay parking provision within the Town Centre that supports economic activity and residential parking.   f)                  Collectively, these recommendations support the Council’s aim to deliver a fair, evidence-led, and financially sustainable parking strategy that meets community needs while fulfilling statutory responsibilities.
