Purpose:
Content: Before the Committee was a report by the Assistant Director for Place and Economy, copies of which had been circulated to all Members and a copy of which is attached to the signed copy of these minutes as Item 8. The purpose of the before the Committee was to outline to Members the opportunity to secure funding from the Football Foundation, as part of the Home Advantage Programme (HAP) and use this to deliver a sustained grass roots youth football provision out of Hill Barn Recreation Ground to promote our support to health, wellbeing, socialisation and developmental opportunities. It was explained that Funding would assist Worthing Borough Council (WBC) deliver interventions against agreed core themes which were pertinent locally. These included; community support, equalities and inclusion, asset improvement/regeneration and financial resilience. The impact of the HAP funding and associated interventions for WBC and Worthing United YFC (WUYFC) were outlined with particular reference to community benefit, sustainability and resource reduction. A rationale was presented for AWC to deliver the project and agree relevant delegations and budgetary requirements to facilitate this, and to acknowledge this connects to the Council supporting Worthing United YFC to establish a new community hub at Hill Barn Recreation Ground. Decision: 1. That it be agreed to partner with Worthing United Youth FC to unlock funding to create a sustainable impact at grassroots football in Worthing. 2. To authority be delegated to the Assistant Director Place & Economy and/or the S151 Finance Officer to enter into a binding Funding Agreement with the Football Foundation (FF) for receipt of the funding and delivery of the required activity. 3. That the virement of the FF funding into the Council’s budget be approved and for that budget to facilitate accurate reporting for the receipt and spend of funds. 4. That authority be delegated to the Assistant Director Place & Economy to enter into any necessary contract, grant funding agreement, or make any required investment under the Council’s Treasury Management Policy, to enable the interventions specified in this Report, providing the spend does not exceed the grant funded budget. 5. That authority be delegated to the Assistant Director Place & Economy to monitor spending and provide accurate reporting to the FF regarding the grant funding. 6. That authority be delegated to the Assistant Director Place & Economy to develop and enter into a 25-year lease with the club of the land at Hill Barn which must retain the existing use and satisfy the grant conditions set by the FF.
