Purpose: The report seeks approval for the procurement and award of a main contractor for the design and development of a modular scheme in line with the LAHF requirements. In addition to the LAHF funded modular scheme, a wider programme of modular housing development is being prepared. A separate Cabinet report in June will seek to set out the required Capital budget to deliver the wider programme.
Content: The report seeks approval for the procurement and award of a main contractor for the design and development of a modular scheme in line with the LAHF requirements. The Leader reminded everyone present that the report has an exempt appendix and therefore its contents should not be discussed in public. If cabinet members want to discuss it a vote will be taken as to whether the meeting should enter a closed session. The Leader also reminded the meeting that Councillor Rigby had submitted a question regarding this item and she would permit this to be asked after the report has been introduced. Councillor Hurrell introduced the report. Councillor Rigby asked the following question: The report on the modular housing scheme details a plan to deliver a minimum of 14 houses, 10 for temporary accommodation and 4 for resettlement. Given the high need and cost savings, is the plan to exceed this number in the initial roll out? Councillor Hurrell responded that the council is committed to delivering a minimum of 14 homes but there is a clear ambition to exceed this number where possible. The project is part of a wider strategy to increase our supply of housing and temporary accommodation. The homes will be prioritised for those at risk or currently experiencing homelessness. Councillor Rigby asked if some of the homes would be used for more permanent accommodation. Councillor Hurrell responded that they would not as the need for temporary housing is so high. Councillor Hooper welcomed the report and commented that it was great to introduce modular housing as it is much quicker to build. Money will be saved because this type of housing can be built quicker. Councillor Worrall commented that modular housing has come so far and now you would not be able to tell the difference with a traditional build home. This is a small project but a step in the right direction. If it is successful, it is hoped more funding can be applied for in the future. Councillor Worrall queried the timescales for the project. Councillor Hurrell responded that it was hoped residents could move into the homes by the end of this year. RESOLVED: 2.1Cabinet agreed to delegate authority to approve the sites to be used, to enter into agreements, approve any land matters including appropriation of land, Rights of Way matters and any other facilitation works as required to enable the delivery of a modular housing scheme to the Executive Director of Place in consultation with the Portfolio Holder for Housing, Health and Well-being. 2.2Cabinet approved the launch of a procurement process to procure a contractor for provision of a minimum of 14 modular homes with the ambition to deliver more under the LAHF programme, and to delegate authority to award the preferred contractor to the Executive Director of Place in consultation with the Portfolio Holder for Housing, Health and Well-being and the S151 Officer. 2.3Cabinet approved the procurement of technical advisers to support the council’s client technical team.
