Content:   Resolved by Assistant Director – Housing   That Attol Blue via Bloom Procurement Services be awarded a contract at a value of £251,110 to provide Employer’s Agent/Project Management Quantity Surveying and Principal Designer CDM for RIBA Stages 5 - 7 for a residential development on White Hart Street in Mansfield. That the Interim Design Services Manager is to place an order with Bloom Procurement Services where the competitive framework fee proposal was obtained to further extend the appointment of Attol Blue: Employer’s Agent/Project Management Quantity Surveying and Principal Designer CDM for RIBA Stages 5 – 7 for the sum of £251,110.   Attol Blue are already appointed as the above consultants up to RIBA stage 4 via competitively tendered Bloom Procurement Services. To avoid abortive work, time delay disruption and increased cost it is sensible and economic to extend Attol Blue’s appointment for RIBA stages 5 – 7 Appoint another external consultant Attol Blue fee proposal has already been subject to competition through Bloom Procurement Services. There is significant site and project complexity where another external consultant with no previous experience would require a good length of time to become familiar with its consequential cost and time   Make no appointment it would be unreasonable to not extend the commission as further development work needs to be carried out and continued as outlined in initial contract and there is a risk of legal challenge and loss of reputation.
