Purpose: This report sets out a proposed strategy for the procurement of contracts for the collec-tion of traffic and parking enforcement debts owed to the Council. The contracts will be let as a service concession.   The service is required to ensure the collection of debts owed to the London Borough of Camden from Penalty Charge Notices (PCNs) for parking operations, that have pro-gressed through the statutory process, beyond the point of appeal and have subsequently had a Warrant of Control issued by the Traffic Enforcement Centre and Northampton County Court.   This report sets out a proposed approach to the commissioning of recruiting 4 providers to maintain the work currently undertaken by our 4 existing providers, Marston, Newlyn, Eq-uita and CDER whose contract will expire in December 2025.     The estimated annual collection rate of outstanding debts from this contract is  approxi-mately £1.2m. The contract comes at no cost to the Council. The value is based on an estimate of fees anticipated during that period, by taking an average percentage of PCN’s that were passed on to enforcement agents over the past 3 financial years, and an as-sumption of 20% recovery during the waiver period.   This report seeks  agreement from the Executive Director of Supporting Communities to conduct a Further Competitive process using the Yorkshire Purchasing Organisation (YPO) Enforcement Agency Dynamic Purchasing System – 1200.   The report has been sought in consultation with the Cabinet Member for Planning and a Sustainable Camden, in line with C4.2 of Contract Standing Orders.
