Content: RESOLVED That Executive Cabinet approve: (i) Review current service provision and work with STAR to issue a Direct Award under Provider Selection Regime (PSR) Direct Award Process C, to Change, Grow, Live (CGL) for the provision of a Drugs and Alcohol Treatment and Recovery Service for a five-year period commencing 1 April 2026 to 31 March 2031 at an annual value of £3.163m per annum (total of £15,815m over five-years), with an option to extend for a further five year period, up to 31 March 2035. (ii) Review current service provision and work with STAR to tender for the provision of a Breastfeeding Peer Support Service for a three-year period, commencing 1 April 2026 to 31 March 2029, at an annual value of is £0.273m per annum (TMBC £0.124m/OMBC £0.149m) with the option to extend for a further two-year period to 31 March 2031 (Total cost over 3 years £0.819m). (iii) Work with STAR to award a contract to Midlands and Lancashire CSU using an approved supplier framework for the provision of a Data Collection Reporting System (DCRS) for a maximum duration of two years from 1 April 2025 to 31 March 2027 at an annual value of £0.012m (Total over 2 years 0.024m). (iv) Continue the arrangement with CPGM Healthcare Ltd (CHL) and work with STAR to undertake a procurement process and award a contract to CPGM Healthcare Ltd (CHL) for the provision of PharmOutcomes support and PharmOutcomes licences for a period of five years commencing on 1 April 2026 to 31 March 2031 at an annual value of £0.002m in 2025/26 (total over five years £0.010m). (v) Review current service provision and work with STAR to explore the option of using a dynamic purchasing system to purchase oral health supplies with a view to awarding a contract to commence no later than 1 September 2025 for a period of three years to 31 August 2028, at an annual value of £0.031m per annum in 2025/26 (total over 3 years £0.093m) with an option to extend for a further two-year period to 31 August 2030. (vi) Approve the continuation of the GM cross charging arrangements for out of area sexual health service use charges within Greater Manchester for a period of five years commencing 1 April 2025 to 31 March 2030 with variable annual charges to/from other GM local authorities, depending on activity levels, but not exceeding the allocated budget of £0.070m per annum in 2025/26 (Total £0.350m over five year) (vii) Work with STAR to conduct a tender process to identify a pharmaceutical provider for the supply and administration of up to 1500 flu vaccines for Tameside council staff during the autumn of 2025. The contract will include the requirement for the vaccination clinics to be delivered from a number of locations in Tameside to enhance accessibility for staff, at an annual cost of £0.006m-£0.010m but not exceeding £0.025m in 2025/26. (viii) To approve work with STAR to award grant funding received from Ministry of Housing, Communities and Local Government (MHCGL) to the Bridges Partnership to fund two additional safe accommodation team key workers to work in the Domestic Abuse Support Service at a total cost of £0.072m in 2025/26. (ix) Approve the expansion of the Caring Dads programme to deliver an additional six courses over a maximum two-year period at a total cost of £0.049m in 2025/26 and work with STAR to undertake an appraisal of the procurement options available. (x) Approve the proposal to work with STAR to review the procurement options available and carry out a procurement process to commission a Sexual Health Needs Assessment at a cost not exceeding £0.020m in 2025/26. (xi) Approve the proposal to work with STAR to review the procurement options available and carry out a procurement process to commission a Domestic Abuse Needs Assessment at a cost not exceeding £0.030m in 2025/26.
