Content: Councillor Alistair Bradley, Executive Member for Economic Development and Public Service Reform, presented the confidential report of the Director of Property and Planning which sought approval for the procurement strategy and subsequent delegation Resolved: 1. To approve the procurement strategy and evaluation criteria for the Security and Concierge contract at Chorley council. 2. To approve delegation to the Executive Member for Economic Development and Public Service Reform to award the subsequent contract. Reasons for recommendations: 1. To retain the security and concierge provision at Tatton Gardens, Primrose Gardens, Cotswold House and within the town centre. 2. The cost of this provision at Cotswold, Tatton, Primrose and the town centre is covered by personal/service charges and management fees. 3. The cost of this provision at the Bus Station is circa £20k per annum. By deleting a current vacant post, the council will be able to fund the provision and save £10k per annum in staff costs (when including on costs such as superannuation and National Insurance. 4. This is an existing service that is provided and has previously been approved by Executive Cabinet in February 2022. Other options considered and rejected: 1. Extend the existing contract. This was rejected as the council will benefit from a joint contract with South Ribble Borough Council for this provision through economies of scale. 2. To divide the contracts into different lots. It was considered beneficial to combine all security requirements into a single supplier, again benefiting through economies of scale. 3. The specific requirements of the council could not be met under a single Framework appointment.
