Purpose:
Content: RESOLVED i) The themes and principles in Appendix C of the report are developed by officers into design guidance to assist in discussions with local developers ii) Horsham District Council Play Strategy and Open Space, Sports & Recreation Non-Technical Summary are updated to better reflect the needs of young people in the district, particularly girls and young women iii) A request for a new teenagers’ play/leisure facility, which is built with gender equity in mind, is considered for inclusion in the Horsham District Council Infrastructure Delivery Plan REASONS i) To ensure that the needs of young people, including girls and young women, are reflected in the design and creation of play and leisure facilities across the district, in compliance with Article 31 of the United Nations Convention on the Rights of the Child, and recognising that Article 1 sets out the definition of a child as being ‘every human being below the age of 18 years’, ii) To ensure that a design guide based on the themes and principles identified by the Task and Finish Group is available to local developers, Horsham District Council officers and Parish representatives to aid discussions about future play and leisure provision across the area, iii) To ensure Horsham District Council policies reflect the diverse nature of the community and requirements of the local population, advancing the equality of opportunity for all, in compliance with the Public Sector Equality Duty ALTERNATIVE OPTIONS CONSIDERED BUT REJECTED AS IDENTIFIED IN THE REPORT The Task and Finish Group’s initial Terms of Reference included the suggestion that a new policy be created to sit alongside existing policies. Given current uncertainty in relation to the future structure of local government the Group consider it of greater importance to review current policies and provide suggestions that can be considered for development into some design guidance. Additional policies may need to be considered once there is more clarity around the Local Plan and local government re-organisation.
