Purpose:
Content: Planning permission for application reference 2025/0154/01/DET was granted subject to: i. A deed of variation on the section 106 agreement associated with planning application reference 2020/0174/01/DET to secure: · Public Realm - to be completed prior to completion of office buildings referred to as 1 and 2 Pilgrim Place, management and maintenance of public realm and provision of permanent public access and routes to Pilgrim Street, Worswick Street, Manors link and Carliol Square; · £10,000 commuted sum for the annual review of the site's SUDS maintenance records; · Full Travel Plan; · Training and employment management plan with a financial contribution of £49,350 to support the training of out of work residents to access jobs in the construction, retail, hospitality and leisure sectors and a monitoring contribution of £2,500; · Section 278 and section 38 highways works; · Public Art; · Associated monitoring costs arising from the above planning obligations. ii. Subject to the following conditions: 1. 3 year consent; 2. List of approved drawings; 3. Archaeological post excavation report; 4. Archaeological publication report; 5. Construction management plan, including construction hours and water pollution/surface water discharge controls; 6. Implementation of contamination remediation scheme; 7. Reporting of any unexpected contamination; 8. Large scale details of all buildings; 9. Sample materials including sample panels; 10. Details of rooftop plant enclosure; 11. Details of sound insulation; 12. Details of fume extraction and odour prevention measures; 13. Details of plant and equipment including acoustic assessment; 14. Specification of plant noise at boundary; 15. Fully detailed landscape plans including detailed planting plans for the terrace planters and their long term management, details of green/brown roof including maintenance details, and hard landscape plans; 16. Details of SuDS verification report; 17. Details of external lighting; 18. Details of CCTV; 19. In accordance with submitted Flood Risk assessment and drainage strategy note; 20. Details of bird and bat boxes; 21. Details of s278 works; 22. Completion of highways works; 23. Details of cycle parking; 24. Implementation of cycle parking; 25. Details of refuse storage facilities and servicing strategy; 26. Details of ground floor doors; 27. No external refuse stored outside of the premises prior to collection; 28. No glass deposited externally between 22:30 and 08:00; 29. Details of buildings sustainability measures. iii. It was also agreed that in the event that a satisfactory section 106 agreement covering the issues raised above is not received by 30 September 2025 that the application be refused for its failure to make adequate provision in this regard contrary to Policy DEL1 of the CSUCP unless an extension of time is agreed to the satisfaction of the Assistant Director Planning in consultation with the Chair and Vice Chairs of the Planning Committee. iv. It was also agreed that delegated authority be given to the Assistant Director Planningin consultation with the Chair and Vice Chairs of Planning Committee to amend, add or omit conditions and heads of terms of the section 106 legal agreement, where appropriate, to ensure the application complies with relevant development plan policies and national planning guidance.
