Content: Cllr Colin Hay asked Cabinet to consider the Council's outturn expenditure for 2024/25, agree recommendations and approve changes to the Capital Programme in 2024/25 and future years, as well as report on the Council’s performance and risk during Quarter 4 2024/25 Having considered all of the information, Cabinet noted the report and RESOLVED to: 1. Note the 2024/2025 revenue budget underspend of £13.836 million and approves that the £13.836 million is transferred to Reserves as set out in paragraph 3. 2. Approve other technical reserve movements for 2024/25 as set out in Annex 2. 3. Note in section B the delivery of £26.445 million of savings against a target of £32.453 million in 2024/25; and notes the revised 2025/26 savings target as per paragraph 35. 4. Approve the changes to capital programme of transfers (virements) and funding increases, as detailed in paragraph 55. 5. Note in section G the capital outturn position for 2024/25 of £131.912 million against a revised budget of £147.385 million, giving an in-year slippage of £15.473 million. 6. Note in section H the Council’s performance against the Prudential Indicators for 2024/25. 7. Note this report of the Council’s performance and risks.
