Content: Consideration was given to the report of the Head of Environmental Services, Licensing and Community Safety that gave details of an application for a review of the premises licence for the Western Road Store, Bexhill-on-Sea relating to the failure of the Premises Licence Holder (PLH) to uphold the ‘prevention of crime and disorder’. There were no representations made.   The Chair welcomed all who were present and gave general advice in regard to the Hearing. The Panel then proceeded to hear the case following the adopted procedure and all parties present at the Hearing were invited to address the Panel.   The Panel heard from the Senior Environmental Health Officer (Licensing) who presented the report and then from Harry Taylor, Home Office (the Applicant), who presented the case for the review. In light of supplementary papers submitted and circulated to all parties prior to the Hearing, the Applicant’s requested outcome had been amended to conditions agreed between the PLH and the Applicant being imposed on the licence.   Finally, the Panel heard from James Rankin, representing the PLH, who outlined the current position of the PLH, referring to the supplementary papers.   The Panel gave full consideration to the report, written submissions from the PLH, the supplementary papers and verbal statements given at the Hearing.   The Panel deliberated the review application, which was determined having regard to the licensing objectives, together with the Guidance under section 182 of the Licensing Act and the local Licensing Policy, and retired to make their decision in private session.    RESOLVED:  That agreed conditions be imposed on the licence for the reasons set out within the Decision Notice at Appendix 1.
