Purpose: The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 6.5.2 (iv) (Schedule 1) for the award of contract to Cass Associates for architectural advisory services for Huyton Multi Storey Car Park (MSCP) from June 2025 to June 2026, including options to extend for further periods of time up to a maximum of six months in aggregate, to December 2026. The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 6, and the winning bidder has been identified as providing the most advantageous offer to the Council.
Content: The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 6.5.2 (iv) (Schedule 1) for the award of contract to Cass Associates for architectural advisory services for Huyton Multi Storey Car Park (MSCP) from June 2025 to June 2026, including options to extend for further periods of time up to a maximum of six months in aggregate, to December 2026. The Assistant Executive Director Development and Infrastructure approves in accordance with Contract Procedure Rule 6.5.2 (iv) (Schedule 1): i) the award of a Contract to Cass Associates for architectural advisory services for Huyton Multi Storey Car Park (MSCP) from June 2025 to June 2026, including options to extend for further periods of time up to a maximum of six months in aggregate, to December 2026. for the Procurement Team to make the necessary arrangements for the issue of the relevant contract documentation after conclusion of the standstill period. Do Nothing: This option was considered and rejected, as retaining the existing car park in its current state could hinder the wider regeneration of Huyton Town Centre. Opportunities to improve infrastructure in line with sustainability and accessibility goals would be limited and the current building would continue to negatively impact the visual amenity of the Town Centre.
