Content: The purpose of this report is to seek approval to establish three fixed term posts (for a period of 24-months) of Community Intelligence Officers in Policy and Performance, and establish three fixed-term Community Builder posts in Environmental Sustainability and Communities, with immediate effect. The Executive Directors (Communities and Neighbourhoods, Resources and Health and Adult Social Care) approve: · The establishment of three 24-month temporary fixed-term Community Intelligence Officers (Career Grade H to K), within Policy and Performance and; · The establishment of three 24-month temporary fixed-term Community Builder posts (Grade G). Alternatives for the Community Intelligence Officers include commissioning pieces of research by community groups or Universities. This has been rejected in favour of directly employing officers so that they are part of the wider Intelligence and Insight Team to build on the existing work and practice, to be embedded within the Council to make cross-departmental and work with partners work easier and smoother, to ensure that the highest standards of research methodologies are used, and to ensure that the Council owns the research and analysis work to use in the future. Not adding additional capacity to the Stronger Communities Team to support the development and progression of the Neighbourhood work programme would negatively impact on the ability of the Council and its partners to deliver the required outcomes in line with the Council Plan 2025-30.
