Purpose: Dorset Council has a statutory duty to manage its road network efficiently. Civil enforcement of moving traffic offences will:  - Improve traffic flow and reduce congestion  - Enhance road safety  - Support climate goals by reducing emissions  - Encourage sustainable travel modes such as walking and cycling  - Reduce reliance on Dorset Police for enforcement.

Content: Dorset Council has a statutory duty to manage its road network efficiently. Civil enforcement of moving traffic offences will:  - Improve traffic flow and reduce congestion  - Enhance road safety  - Support climate goals by reducing emissions  - Encourage sustainable travel modes such as walking and cycling  - Reduce reliance on Dorset Police for enforcement. That the Cabinet Member for Place Services:   1. Confirms that the Council support the making of an application to the Secretary of State to designate Dorset as a Civil Enforcement Area for moving traffic offences. 2. Agrees to the selection of St Martins Road, Upton (Upton Junior School Street) as the pilot enforcement site.   Dorset Council has a statutory duty to manage its road network efficiently. Civil enforcement of moving traffic offences will:  - Improve traffic flow and reduce congestion  - Enhance road safety  - Support climate goals by reducing emissions  - Encourage sustainable travel modes such as walking and cycling  - Reduce reliance on Dorset Police for enforcement. Do Nothing: Not applying for a Civil Enforcement Area designation order would mean the continued reliance on Dorset Police for enforcement which has limited capacity to do so.   Do Minimum: It is possible to apply for a Civil Enforcement Area designation in part of the County, but there is no compelling case for excluding any part of the County. Financial implications:   There are no budget implications to applying for or being awarded the designation.  There will be budget implications on the use of these powers and a further decision will be required to approve the adoption of a policy on this.
