Purpose:

Content: The Director of Resources and Deputy Chief Executive submitted a report to recommend to Council the acceptance of the reviewed Financial Regulations and Contract Procedure Rules.   Committee had deferred the agenda item at the previous meeting on 1 April 2025. Further additional proposed changes had also now been added for consideration. Overall the main changes made were:   ·         Financial Regulations - Reference made to the Procurement Act 2023, specifically to the requirement for notices on the government’s ‘Contracts Finder’ website for any formal tender process followed of value £30,000 or above, (formal tendering is mandatory over £100,000 under our Financial Regulations and Contract Procedure Rules).   ·         Contract Procedure Rules - Updated for all relevant changes needed in respect of the Procurement Act 2023, which came in to effect on 24 February 2025.   The revised Financial Regulations and Contract Procedure Rules were appended to the report and would require onward approval by Full Council.   RESOLVED THAT COMMITTEE***:   Recommended to Full Council acceptance of the reviewed Financial Regulations and revised Contract Procedure Rules.
