Content: To request authority to award a contract for Digital Traffic Management Orders via a Framework. That the Director of Public Realm: i) Approves the pre-tender considerations. ii) Approves the award of the contract for digitising Traffic Management Orders to Causeway Technologies Limited for a period of 3 years with the option to extend for one year in the sum of £417,360 ex VAT by way of a direct award from the Crown Commercial Service – G-Cloud 14 Framework Agreement RM1557.14. The Council requires the provision of digitising Traffic Management Orders. The Council aims to digitise Traffic Management Orders (TMOs) by September 2025 to comply with new Automated Vehicles Bill 2023. The Council seeks to introduce map-based schedules for TMOs and assist them to notify the Department for Transport (DFT) electronically of all traffic order data in a digital format for a proposed online publication platform. Digitisation will ensure TMOs are accurate and easily submitted as required. Additional benefits will include a publicly accessible map-based system for storing and clearly displaying traffic regulations, therefore improving communications, efficiencies in streamlining processes for TMOs and improved enforcement. Council officers have undertaken a procurement exercise using the Crown Commercial Service – G-Cloud 14 Framework Agreement RM1557.14 and identified Causeway Technologies Limited as the contractor providing the most economically advantageous offer and therefore recommend award of contract to this contractor. Officers considered whether the service could by provided by the Council itself but concluded that digitising Traffic Management Orders (TMOs) is best provided by a contractor. Officers reviewed a range of procurement options and determined that the use of a framework is the most appropriate and cost-effective means of procuring a contractor.
