Purpose: This report outlines the contract award recommendation for the Housing Fire Risk Assessment Survey programme 2025-27 to award to Frankham Consultancy Group Limited (Frankham) via the Procurement for Housing Fire Safety Framework, Lot 1 – Fire Risk Assessments to undertake Fire Risk Assessment Surveys. The programme will comprise of surveying approximately 2984 blocks over a 2-Year Contract period which we estimated to be £653,774.52 using the Framework schedule of rates, prior to applying Frankham tendered volume discount. The programme comprises of surveying the blocks over a two year contract period to target and assess the communal areas of each block to include but not limited to all communal parts and flat entrance doors. The Surveys will capture key fire safety Information required to facilitate the Council in meeting its obligation to ensure that the Housing blocks are safe and compliant with fire safety regulations. It will also ensure Camden holds up-to-date survey results to help it to plan imminent and future fire safety works to maintain and meet fire safety regulations (Regulatory Reform Act 2005) to protect against any potential risks and hazards identified in the blocks and finally facilitate Camden in its vital obligations to the Regulator of Social Housing. We approached Frankham Consultancy Group Ltd with a call-off proposal from the Procurement for Housing Fire Safety Framework to award a new contract. Frankham Consultancy Group Ltd are ranked first on Lot 1 – Fire Risk Assessments and provide the most economically advantageous and cost-effective fee to undertake the service required. Frankham have performed well under previous contracts across the council’s large programme of fire risk assessments, and we would like to maintain the consistency of their high delivery standards. The contract will be for two years to deliver fire risk assessment surveys for a total contract value of £576,826.38 The costs are in line with the Procurement for Housing Framework Rates and includes an additional volume discount saving a further £76,948.14 compared to the original estimated contract costs prior to running the framework call off procedure and implementing a volume discount within the pricing schedule. It is intended to enter a single contract to provide these services, and it will start June 2025.
