Purpose: The report covers the proposed development of a new primary health in Coulsdon and specifically deals with the appointment of the General Builder for the project.  Croydon Health Services Capital Programme Team have expertise in building healthcare estate and have been appointed as the Employers Agent to LBC, this team will be responsible for managing the design and construction of the new primary care facility.   The land, where the asset is to be built, is owned by LBC, who agreed to take on the role of landlord and lease the asset for the duration of its life (60 years) to South West London Integrated Care Board (SWL ICB), who will retain nomination rights for the lifetime of the agreement. As part of that the NHS will make a lease premium equivalent to the purchase price of the site with a peppercorn rent for the period of the lease (Dtailed in the PARTB / Confidential Report).   The January 2025 cabinet report approved the partnering agreement between NHS England and London Borough of Croydon (LBC) to deliver a Section 2 agreement which will facilitate the funding of the project, a total of £5,831,000. Following the signing of the Section 2 agreement funding was transferred directly to LBC which now holds both the capital and operational funding for this project.   The Coulsdon Project secured full planning permission for this development in April 2025. Following on from this consent the SWL ICB and Croydon Health Services NHS Trust (CHS) undertook a procurement to seek to appoint a general builder for the project.   The procurement has been conducted in line with public procurement rules and the proposed appointment for a general builder has been approved by both the ICB and CHS at their programme board this on June 19th 2025
