Purpose:

Content: The Inpatient Detox Consortium is undergoing transformation during financial year 2025 - 2026. The Consortium is changing the way it procures services and moving from individual grant agreement arrangement with each service provider, on to an NHS PSR ‘Framework.’ This work will take place during Q1 and Q2 2025-2026, with the new framework mobilised during Q3. A separate Committee paper has been submitted for the new NHS PSR Framework decision, due to be reviewed on the 10th of June 2025 Committee. This ODN supports the interim agreement arrangements with service providers during Q1 and Q2 of 2025-2026. Delivery of the Inpatient Detox additional capacity programme will strengthen Cheshire and Merseyside capacity to reduce drug related deaths, hospital admissions and drug related offending. The grant for 2025 - 2026 needs to be utilised within the financial year, and this programme is important in contributing to the wider workplan / strategy to address health inequalities. All service providers within appropriate geographical proximity of the Cheshire and Merseyside footprint have signed an individual agreement to provide services to the Cheshire and Merseyside Consortium. In 2025-2026, the Consortium has 6 service providers offering services across 7 detoxification facilities. Placements are determined by the choice of the service user. Last year the placements at Adferiad Recovery and Kaleidoscope Project between them amounted to over 90% of the total placements that took place. Placements already taking place this year are following a similar pattern. Funding is only paid over to the providers on completion of placements, so the amounts identified are indicative.
