Content: Motion 1 That the following altered motion be approved: “On the 16th November 2023 the Executive received a report setting out a timetable for the adoption of its Local Development Scheme, including the Gypsy & Traveller Local Plan scheduled for adoption in March 2026. This timetable outlined key milestones, including consultations in March/April and November/December 2024, Submission to the Secretary of State in February 2025, and Examination in September 2025. It has been necessary to revise the timeline due to the Council’s failure to meet the milestones set out in that report. Had the Council met the original timetable, two rounds of consultation would have been completed and the draft Local Plan would have been submitted for adoption at Full Council in December 2024. Submission to the Secretary of State therefore did not happen in February 2025. This Council therefore resolves to request that the Executive Member for Regulatory Services conduct a formal review of the current decision relating to the Rothwell stopping site and bring an updated report to the Executive within four months. Council also resolves that no further work shall be undertaken to progress the Rothwell stopping site until that review has concluded and been considered by the Executive.” Motion 2 That the motion be rejected.
