Content: The corresponding report of the following item (Minute 1 refers) contains exempt information as defined in Paragraphs 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended). 1 PROVISION OF SUBSTANCE USE TREATMENT AND RECOVERY SERVICES IN NORTH LINCOLNSHIRE – The Director of Public Health submitted a report seeking approval to tender for the provision of substance use treatment and recovery services. The council commissioned specialist drug and alcohol treatment and recovery services to meet the needs of local people, with the current contract expiring on 30 September 2025. The service offered individuals the opportunity to access structured treatment, recovery support and harm reduction interventions while maintaining their independence within the community. The report recommended that all substance use treatment and recovery provision, incorporating the needle exchange and supervised consumption, was commissioned in one lot. This approach would deliver a consistent and integrated approach to the way drug and alcohol treatment and recovery support was provided across North Lincolnshire, improving pathways and service delivery to achieve better outcomes for people and families. The service specification had been developed using feedback and recommendations from key stakeholders, including service users, families and carers, local partners, and national best practice guidance. The service would align with local need, the priorities set out in the Council Plan, the Combatting Drugs Partnership strategy, and other relevant strategic frameworks. The specification was flexible and responsive to the changing needs of people requiring treatment and recovery support.
