Purpose: To provide clarification on the delegation procedure for planning applications which have been taken to planning committee when the AD of Planning, Growth and Major Projects / Head of Planning and Regeneration was in Post

Content: Delegation of items (incl committee items) following resignation of AD of Planning Growth and Major Projects     Until the new Assistant Director Planning (Chief Planning Officer) is appointed.   (i)              For all of the functions listed in section 3.01.15 of the constitution in relation to development management, land charges, planning and planning policy to be allocated to the Planning Managers and the Development Management Team Leader.   (ii)            For all functions delegated by the Planning Applications Committee to the Head of Planning and Regeneration, the Assistant Director – Planning, Major Projects and Growth and any similar description to be allocated to the Planning Managers and the Development Management Team Leader.   The Assistant Director of Planning, Growth and Major Projects resigned effective May 2025.  The post is currently referred to as Assistant Director - Planning Major Projects and Growth in the constitution and previously was the Head of Planning and Regeneration.   There are planning applications in the system which have been taken to Planning Committee where it has been resolved to grant planning permission subject to a S106 Agreement.  These recommendations stated that delegated authority would be given to the Assistant Director of Planning, Growth and Major Projects or Head of Regeneration to issue the decision following the signing of the S106 Agreement.   These applications still need to be issued once the legal agreement has been signed and therefore in the absence of the AD of Planning, Growth and Major Projects, the Planning Managers and the Development Management Team Leader will be given delegated authority to issue the planning permission.   In order to continue effective service delivery, arrangements also need to be formalised pending a new Assistant Director starting work.   None.
