Content: Recommendations: 1.1Approve the second tranche of Article 4 Directions set out in this report which will withdraw the permitted development right which allows change of use from Class E to Dwellinghouses without planning permission. 1.2Note that the Directions will come into effect on 1 September 2025. 1.3 Note that the local planning authority must consult on proposed Article 4 Directions, and that representations received in response to the consultation and the Council’s response are summarised in section 7 of this report. 1.4Note that the Secretary of State for Housing, Communities and Local Government has powers to modify or cancel proposed Article 4 Directions and that the Secretary of State has been notified of the proposed Article 4 Directions but has not provided a response to date.
