Content: A report was requested at the meeting of the Clean and Green Committee on 17 February 2025 and outlined the detail of a proposed pilot waste collection scheme. It is proposed to introduce on a trial basis fortnightly collection of residual waste in a wheeled bin together with paper and card and cans and plastics in a single use sack, to just over five hundred households in the Ingatestone area, for a period of an initial four month commencing in October 2025. The report considered the points raised in the Motion passed by Council at its meeting on 19 March 2025, including the requirement to recognise the needs of specific households in terms of waste management, to use the trial to improve recycling rates, and the need for engagement, consultation, and clear communication with residents. Cllr Slade asked for the findings from the consultants in relation to the pilot waste scheme who undertook the initial report. Mr Hotten agreed to circulate the report to the committee. Cllr Worsfold MOVED and Cllr Jerrard SECONDED the recommendations in the report. A recorded vote was requested by Cllr Chinnery and seconded by Cllr McCheyne. FOR: Cllrs Worsfold, Jerrard, Fulcher, Naylor and Gorton (5) AGAINST: Cllrs McCheyne, Chinnery, Pound and Slade (4) A recorded vote was taken and it was RESOLVED: R1 - That the Committee agrees to introduce a pilot waste collection service, for an initial four-month period, which could be extended to six months, to just over five hundred households in the Ingatestone area as set out in Appendix A of the report. That the trial service will consist of: • Residual Waste in a 180-litre wheeled bin collected fortnightly. • Paper & Card in single use sacks collected fortnightly. • Cans and plastics in single use sacks collected fortnightly. There will be no change to the storage or collection frequencies of any other waste streams or to collections from flats. R2 – That resident engagement is undertaken within the trial area, throughout the trial and at completion of the pilot scheme as detailed in this report. R3 – That the results of the pilot scheme and resident engagement are brought back to a future Clean & Green Committee meeting to extend or terminate the trial.
