Content: Councillor Coleman introduced the report. Officers from the Finance / Infrastructure team were present online. Members considered the paper on creating a budget for creation of a community eco-park in Steventon. This was welcomed by the Cabinet. It was felt that the report made very clear the history and reasoning behind this request.   Recommendation to Council on 16 July 2025: (a)    That a budget is created for a maximum of £157,094.94 towards a community play park in Steventon, from the section 106 contributions set out in this report; (b)    to authorise the Head of Finance, in consultation with the Head of Legal and Democratic to:   • agree and enter into a funding agreement with Steventon Parish Council regarding the terms of use of the S106 funding; the instalments in which the funding is paid; the timing of instalments; the conditions subject to which instalments are paid and to otherwise protect the interests of Vale of White Horse District Council as the provider of the funding by undertaking legal and financial due diligence including being satisfied that the funding is lawful and compliant with subsidy control provisions.   • approve payment to Steventon Parish Council of the cost of the ‘eco’ play park in Steventon, subject to and in accordance with the funding agreement.
