Content: To seek approval to allocate revenue funding to the residual waste bulking and haulage contracts described in the Recommendations below and to also seek delegated authority to award two contracts for the provision of residual waste bulking and haulage services in the Forest of Dean and Cotswold district areas Cllr Martin Horwood sought Cabinet approval to allocate revenue funding to the residual waste bulking and haulage contracts described in the Recommendations below and to also seek delegated authority to award two contracts for the provision of residual waste bulking and haulage services in the Forest of Dean and Cotswold district areas. Having considered all of the information, Cabinet noted the report and RESOLVED to: 1. Note the delegated decision by the Executive Director of Economy, Environment and Infrastructure in consultation with the Cabinet Member for Nature, Climate and Waste Reduction dated 6th June 2025 to defer the award of residual waste bulking and transfer contracts in the Forest of Dean and Cotswold districts due to insufficient available budget having been approved from 2026/27. 2. Approve the allocation of an additional £250k annual revenue funding to the waste transfer budgets from 2026/27 in order to fund the award of two contracts for the provision of residual waste bulking and haulage services in the Forest of Dean and Cotswold district areas described in Recommendation 4. 3. Commit to delivering financial and environmental improvements in the contracted services, with a specific focus on; a) Reducing residual waste tonnages through the life of the contracts with the aim for these contracts to operate within allocated budget from year 5 onwards. b) Working with the contractor to move towards net zero greenhouse gas emissions in the operation of these contracts. c) Utilising the contract period to explore alternative future arrangements and processes consistent with future unitary status that will reduce costs, minimise environmental impact and achieve net zero greenhouse gas emissions in operation. 4. Delegate authority to the Executive Director of Economy, Environment and Infrastructure in consultation with the Cabinet Member for Nature, Climate and Waste Reduction to: a) Award two contracts for the provision of residual waste bulking and haulage services in the Forest of Dean and Cotswold district areas to the preferred tenderer following the conclusion of a procurement process in respect of such contracts that was approved by delegation to the Executive Director of Economy, Environment and Infrastructure on 4th December 2024. The proposed contracts shall continue for an initial period of 7 years commencing on 1st February 2026 and include an option to extend their term for a further period of 3 years. 5. Will, at a future date, make a decision whether to extend the term of the above contracts for a further period of three years on their seventh anniversary.
