Purpose:
Content: Exempt Paragraph 3 Information relating to financial and business affairs of any particular person (including the Authority holding that information) RESOLVED That the Cabinet: a) Agrees to extend the lease at set out in paragraph 5.5 of report SHAP/095 and, in doing so, confirms that this decision supersedes Cabinet’s previous decision taken on 5 February 2025 (in relation to report SHAP/093) to dispose of the related land. b) Delegates the negotiation, approval and completion of all relevant documentation including legal paperwork necessary for the lease to be extended, on agreeable terms, to the Head of Strategic Housing, the Head of Corporate Finance, and the Head of Governance, People & Performance, in consultation with the Leader of the Council and the Cabinet Member for Housing (Generic Delegations 2 & 3 will be used to enact this recommendation). Reasons for the Recommendations The lease extension will retain the site for continued use as affordable housing, and will enable the restrictive covenant on the adjacent site to be removed, to allow the sale of that site to proceed into contract for the provision of additional affordable housing. The Leaseholder initially expressed an interest in buying the leased land, as detailed in report SHAP/093, but the Leaseholder has subsequently opted for the alternative option of extending the lease, and this report (SHAP/095) seeks authority to proceed with the lease extension instead of the land disposal.
