Content: DECISIONS The Cabinet 1. Accepted the recommendations of the ICB report. ICB Dementia Community Support Report Recommendations: 1.1Cognitive Stimulation Therapy (CST) services should be commissioned so there is equitable access across all areas of HIOW a. Develop the service and commission for CST Gap: A service should be procured and in place by the end of March 2026 for the high-priority CST gap, with details of the proposed timeline in Appendix V. b. Align Portsmouth extensions with CST Procurement: Ensure that the Portsmouth extensions align with the procurement plans for CST to prevent any disruption in service provision. 1.2Review high/moderate areas for commissioning plans. Conduct a review of high and moderate areas, focusing on carers support, named worker services, and how existing funds can be re-utilised for equitable access across HIOW. This will include examining roles like Navigators, Carers Support, and Admiral Nurses to ensure value for money. 1.3Work alongside the HIOW Dementia Alliance and Local Authority plans: Continue to engage with and input into the Dementia Alliance work and support the Hampshire LA plans to develop and Hampshire Dementia Strategy, and any BCF plans that include services linked to supporting people with dementia in the community. 1.4Work should be aligned and linked to the system frailty programme: Continue to link with ICB Strategic Lead in Local Care and HIOW Healthcare Lead for frailty work, sharing work plans and timelines and engaging in events as appropriate to ensure work is joined up and not duplicated. 2. To note a meeting is planned between two Portsmouth residents who are carers, ICB and Adult Social Care (ASC) staff, and the Cabinet Member, Councillor Winnington, to ensure the carers' voice has been heard and can feed into future recommendations. 3. That NHS Hampshire and IoW be thanked for their report and their engagement with the review. 4. That the timescales for the next phase of the review are rigid and adhered to. 5. That consideration be given to producing a dementia strategy for Portsmouth, similarly to that which has been produced for Hampshire.
