Purpose: To consider representations made to the advertisement of Traffic Regulation Orders (TROs) in relation to proposed speed limit reductions on various roads in Shalbourne Parish, and to recommend an appropriate way forward.

Content: To consider representations made to the advertisement of Traffic Regulation Orders (TROs) in relation to proposed speed limit reductions on various roads in Shalbourne Parish, and to recommend an appropriate way forward. Following consultation with officers I give notice that I intend to make the decision set out in the attached report. If you would like to make any representations to me on this issue, please do so by 31 July 2025. Implementation of these speed limits will help to address road safety concerns raised to the Pewsey LHFIG on behalf of Shalbourne Parish Council and the local community, by reducing vehicle speed on approach to, and within the village of Oxenwood.   The proposals are in accordance with priorities 2 and 3 in Wiltshire Council’s Business Plan 2022 – 2032.   The proposals have the support of the locally elected member, Pewsey Local Highway & Footway Improvement Group and Area Board. To:   (i)         Implement the proposals as advertised.   (ii)        Abandon the proposals. Consultation has been undertaken with:   •           The elected Wiltshire Council Member through the statutory TRO consultation process •           The elected Shalbourne Parish Council Members through the statutory TRO consultation process •           Emergency services through the statutory TRO consultation process •           Members of the public through the statutory TRO consultation process •           Pewsey Local Highway and Footway Improvement Group   The proposed changes were subject to formal consultation between 16th January 2025 and 10th February 2025. During the consultation period a total of fourteen items of correspondence were received in response to the Council’s proposals.   Two of the fourteen comments received have been considered as objections.   Twelve have expressed support or partial support for the Council’s proposals.   The proposals have been developed following prioritisation by Pewsey Local Highways & Footway Improvement Group (LHFIG) and endorsement by Pewsey Area Board.
