Purpose: To consider representations made to the advertisement of a Traffic Regulation Order (TRO) in relation to a proposed 20mph speed limit for the parish of Marlborough and to recommend an appropriate way forward.

Content: To consider representations made to the advertisement of a Traffic Regulation Order (TRO) in relation to a proposed 20mph speed limit for the parish of Marlborough and to recommend an appropriate way forward. That: (i)             The proposal be implemented as advertised.   (ii)            All stakeholders be advised of recommendations.   INTENTION TO MAKE DECISION   Following consultation with officers I give notice that I intend to make the decision set out in the attached report. If you would like to make any representations to me on this issue, please do so by 1 August 2025.         The proposed 20mph speed limit is in line with national guidance and the changes are proposed following a detailed speed limit assessment by Council Engineers.  Collectively, these changes should provide a positive impact on road safety.   The proposals are in accordance with Outcomes 2, 3 and 4 of the Council’s Business Plan.   The proposals have been prioritised by the Marlborough LHFIG and supported by the Area Board, as well as Marlborough Town Council. To:                                                i.     Implement the proposed TROs as advertised.                                                 ii.     Amend the proposed TROs in consideration of the comments received.                                               iii.     Abandon the proposal. Consultation has been undertaken with:   The elected Wiltshire Council Members through the statutory TRO consultation process.   The elected Marlborough Town Council through the statutory TRO consultation process   Members of the Marlborough Local Highways & Footways Improvement Group (LHFIG)   Emergency services through the statutory TRO consultation process   Members of the public through the statutory TRO consultation process   The proposed TROs were subject to formal consultation between 21st April 2025 and the 12th May 2025. During the consultation period a total of twenty items of correspondence were received in response to the Council’s proposals. Those comments related to the proposals as follows:   18 items of correspondence - supporting the proposals, 2 of which requested to extend the proposals to include the entirety of the High Street. 2 items of correspondence - objecting to the proposals.   A list of respondents can be seen at Appendix 2. The comments received and officer responses are set out in Appendix 3.
