Purpose: This report outlines the Council’s new policy in relation to the provision of street lighting in conservation areas, particularly in relation to the type and the aesthetic of street lighting assets installed in the future.
Content: This report outlines the Council’s new policy in relation to the provision of street lighting in conservation areas, particularly in relation to the type and the aesthetic of street lighting assets installed in the future. 1) That the Street Lighting in Conservation Areas Policy 2025, be approved. 2) That the Director of Highways, Transport and Environment be delegated authority, in consultation with the Corporate Director of Place, to make minor variations to the policy in the future in line with operational and budgetary changes. It is necessary for the Council, as the highway authority, to have a formal policy outlining its approach to the provision of street lighting in conservation areas to: · Enable partnership working between the relevant departments of the Council by ensuring that Conservation Area Appraisal and Management Plans are considered. · To clarify the approach the Council will take for all stakeholders in the future. The only other option available is to not to approve the policy, which would leave the current informal arrangements in place. This would leave the Council without a multi-departmental agreement with regards to the approach to street lighting in conservation areas, increasing the risk of uncertainty of the Council’s approach amongst stakeholders including Council officers, residents and elected members.
