Purpose: To update Members on the Council’s performance against corporate plan priority actions, performance indicators and targets over the quarter 4 2024/25 period.

Content: To update Members on the Council’s performance against corporate plan priority actions, performance indicators and targets over the quarter 4 2024/25 period. The Cabinet considered the report of the Director of Finance and Performance, considering the Council’s progress and performance in respect of service areas for the fourth quarter of the year (January – March 2025), as shown at Appendix 1 to the report.   The Policy and Performance Advisory Committee (PPAC), held on 3 July 2025 had considered the report and was supportive of the officer recommendations in full. Councillor Brett, Chair of PPAC, was in attendance to report on PPAC’s discussion in relation to specific KPIs.   Cabinet members discussed the performance report, and highlighted key KPIs: -          Councillor Maples requested that the KPI on volume of refuse collected be retained as it demonstrated good performance and measured reductions in overall waste. -          Councillor Slater asked that the percentage target for KPI15 (EPC rating for Council Housing) be increased year on year, as improvements were made to housing sustainability. -          Councillor O’Connor highlighted that the national KP123 on planning performance did not adequately reflect the service improvement achieved. -          Councillor O’Brien highlighted that the sustainability KPIs were annual and updated in November, so there was a lag in the performance shown.   It was noted that these minor changes requested did not affect the current report but would be discussed between officers and the relevant Cabinet Members for future reports.    Resolved (Non-key decision):   (1) To note progress and performance for Quarter 4 2024/25.   (2) To agree the suite of performance indicators for 2025/26 as set out at Appendix 2 to the report, subject to any final minor changes which are delegated to the Chief Finance Officer, in consultation with the Cabinet Member for Innovation, Delivery and People.   (3) To note the progress made in delivering corporate plan priorities over the past 12 months (set out at Appendix 3 to the report).   Reason for decisions:   To enable Cabinet members to consider specific aspects of the council’s progress and performance.
