Purpose: This report provides an update on the progress to develop a business plan for the future use of the Canalside A419 site. It provides an assessment of wok to date and the rationale for extending the time required to complete required work.
Content: The Strategic Director of Communities stated the report provided an update on the progress made by a Stonehouse Community Group to deliver a business case for the A419 Canalside site previously known as the former Ship Inn site. A decision was made to bring the site into the HRA and allow for an opportunity for communities to develop the site for community benefit. Consultancy work had been undertaken by the Onion Collective and since October 2023 there had been a strong focus for a community group to develop the site. The Community Group SpICE were working with Stonehouse Town Council and SDC Officers to understand the needs of the community to develop the site and any future business case would be brought to a future Committee. Councillor Braun asked what future work was needed, how progress would be reported to Committee and what engagement with Members would be undertaken with the Community Group. The Strategic Director of Communities advised Stonehouse Members were engaged in the process and he could facilitate a site visit for Committee to view the site and meet the Community Group. If appropriate an update report would be provided to Committee ahead of the Business Case. The Chair, Councillor Turner, advised the date in the decision stated 2025 instead of 2026 and members agreed for this to be revised. Proposed by Councillor Pearcy, seconded by the Chair, Councillor Turner. The Chair, Councillor Turner, identified specific events upcoming over next 6 weeks and encouraged Members to share amongst their networks. Councillor Martin Brown recalled historical difficult discussions around the site and was pleased to see the site being used positively. Councillor Braun commented on the progress made, the work which had been undertaken by the SpICE group along with other partners, future opportunities for the site and future progress updates. Councillor Pearcy noted the passion of the Community Group and the interim work which had been undertaken, which included not wanting to overdevelop the site. On being put to the vote, the Motion was carried unanimously. RESOVLED To note the report and the work done so far, together with the development of a business case for the site by Spring 2026.
