Purpose: The Council is seeking to establish a framework for the management and investment of assets in the Housing Revenue Account.

Content: 1.          To approve adoption of the Housing Asset Management Framework 2025-2030 from August 2025.   2.          To approve adoption of the Disposal of Housing Revenue Account (HRA) Assets - Policy and Process, in accordance with the strategic decision-making process set out in the Housing Asset Management Framework 2025-2030 from August 2025.   3.          To approve the proposed tranche of asset disposals, for progression to disposal, subject to consultation where applicable.   4.          To delegate authority to the Director of Regeneration, Assets and Property (to include any successor in title), in consultation with the Cabinet Member for Finance and Corporate Director of Finance, subject to consideration of the outcome of relevant consultation, to negotiate terms, agree and execute the disposal of assets in the best interest of the Council.
