Purpose: To seek approval to enter into a licence agreement with the owner of 9-11 Eccleston Street, Prescot for a period of five months to allow the erection of scaffolding and related building works to the property, 9 Eccleston Street.  These works are part of a wider package of works to the adjoining, Council owned property 5-7 Eccleston Street.  

Content: To seek approval to enter into a licence agreement with the owner of 9-11 Eccleston Street, Prescot for a period of five months to allow the erection of scaffolding and related building works to the property, 9 Eccleston Street.  These works are part of a wider package of works to the adjoining, Council owned property 5-7 Eccleston Street.   The Assistant Executive Director (Development and Infrastructure) hereby:   (i)    Approves to enter a licence agreement with the owner of 9-11 Eccleston Street to allow erection of scaffolding and related works at 9 Eccleston Street; and,   (ii)   Authorises the Head of Legal Services to prepare and complete the necessary legal documentation in respect of the above recommendation.   Not to enter a formal licence agreement would mean that 9 Eccleston Street’s façade would remain in a poor state of repair, detracting from the quality and impact of the restoration works to 5-7 Eccleston Street and negatively impact the visual amenity of the Town Centre.
