Purpose: The purpose of the report is to seek authorisation for the Head of Legal Services to carry out the necessary legal and administrative procedures required to advertise the intention of introducing a Traffic Regulation Order for a prohibition of waiting on Higher Road in Halewood, as shown on the drawing numbered PT/TM/8396 in Appendix B of this report.
Content: The purpose of the report is to seek authorisation for the Head of Legal Services to carry out the necessary legal and administrative procedures required to advertise the intention of introducing a Traffic Regulation Order for a prohibition of waiting on Higher Road in Halewood, as shown on the drawing numbered PT/TM/8396 in Appendix B of this report. That the Executive Director (Regeneration and Economic Development) in consultation with the Cabinet Member for Regeneration and Economic Development is to authorise: - a) the introduction of a Traffic Regulation Order under the provisions of sections 1 to 5 of the Road Traffic Regulation Act 1984 the effect of which will be to make amendment number 117 to the Knowsley Metropolitan Borough Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Civil Enforcement and Consolidation) Order 2015, in so far as it relates to Prohibition of Waiting At Any Time restrictions on Higher Road, Halewood, by the suspension of the Map Schedule detailed in Schedule 1 in Appendix A of this report and the addition and insertion of the Map Schedule detailed in Schedule 2 in Appendix A of this report. The extents of the proposals are as shown on the plan numbered PT/TM/8396 in Appendix B of this report and as described below:- Proposed Prohibition of Waiting (No Waiting at Any Time) i) Higher Road, Halewood – Southern side – From a point 72 metres west of its junction with Torrington Drive for a distance of 138 metres in a northwesterly direction. the Head of Legal Services to carry out the necessary legal and administrative procedures required to advertise the intention of introducing a Traffic Regulation Order in so far as it relates to the introduction of Prohibition of Waiting, At Any Time restrictions on lengths of Higher Road, Halewood as detailed on the drawing attached in Appendix B to this report, pursuant to the provisions of sections 1 to 5 of the Road Traffic Regulation Act 1984, and if no objections are made within the objection period or no objections remain unwithdrawn, to make the Order. Taking no action was considered and rejected, however the proposed parking restrictions are associated with a planned cycleway which will improve the sustainable travel network in Halewood to tie in with potential improvements to the shopping centre, public open spaces and leisure centres in the area. Not undertaking the parking management proposals will prevent the proposed cycleway along Higher Road from being constructed and therefore no cycle facilities will be available along a busy A road which will discourage many cyclists from travelling in the area. Not undertaking the work to construct a cycleway along Higher Road would be a lost opportunity to invest in the highway network using funding made available from the City Region Sustainable Transport Settlement, Levelling Up Fund and Section 106 contributions from developers. An alternative route for the cycleway is to go via Torrington Drive, Kylemore Way, Boundary Farm Road and Halewood Doorstep Green to access the Trans Pennine Trail, this was discounted as for cyclists travelling towards Woolton it would add an extra 460 metres to their journey although for cyclists travelling towards Speke this route would be 340 metres shorter.
